Did you know Local Districts and Special Service Districts can only be created by cities or counties? The process is initiated either by the cities or counties themselves by resolution or by a petition from a group of citizens. Why is this important? These entities provide special services not covered by the state such as garbage collection and disposal, library operation, parks and recreational facility operations, street lighting, law enforcement, animal control, and a variety of other services.
